If you don't receive any qualifying benefits, there is help from your Local Authority to get ECO measures installed FREE of charge. Here is the City of Wolverhampton Council's FLEX (flexible eligibility) criteria:

If you meet this criteria, we can make the application at point of survey, where we normally see a certificate of declaration from the Council back within a few days. Once we've received this we can proceed to install energy saving measures in your home FREE of charge.
